[SQM] Updated version of the community standard for skyglow measurements

Dear light pollution researchers and skyglow monitors,

A very big thank you to everyone who provided comments and suggestions
for the proposed standard for reporting skyglow measurements! We have
taken all of your suggestions into account, and updated the format
definition and example files.  The new versions are attached to this
email.  Given that several changes were made to the format, we want to
extend the comment period for an additional week, to June 6, so that
everyone has a chance to comment on the almost-final version before it
becomes official.  Please take a look at this now, because ideally
this format will remain fixed for a long period of time after it is
finalized.

If you are satisfied with the format, please email Dorien Lolkema to
endorse this standard.  We are looking for endorsements not just from
people who are taking skyglow data, but also from researchers in other
fields who would be able to make use of skyglow data if it was
available in a standard format.  We will publish the list of the
endorsers in a letter officially announcing the new format.

The suggestions for the data delimiter yielded four candidates.  We
will be setting up an online vote in the next few days.  Everyone who
endorses the format will be sent a link inviting them to participate
if they want to.
