[SQM] Version 0.1.2 of the proposed skyglow data format

Hello Light pollution observers and researchers,

In response to suggestions that came in in the last two days I've made
several changes to the document describing the proposed community
standard skyglow data format.  The newest versions are attached.

To accommodate the request of a few astronomers to delay finalization
until after the transit of Venus, the new final date for comment is
June 10.  This will allow me to produce a draft of the format for last
minute checking at the Starlight conference, and hopefully endorsement
by most of the conference attendees.  If you are going to Starlight,
PLEASE DO NOT WAIT UNTIL THEN TO MAKE YOUR COMMENTS!  I will
unfortunately not be at the conference, and if there was to be a major
rewrite at Starlight (as opposed to cosmetic changes and/or changes in
the explanatory documentation) this will result in a huge delay in
producing the final version, as we would have to try to unify the two
versions and then go through another "final" round of public scrutiny.


Here are the notable changes since the last version:

- 150 character length limit in the header (excluding user comments
which can be unlimited length)
- Scanning stations are now accommodated - they need to report the look
direction of the device at the end of the data line. An example is
given.
- Anyone operating under a retractable roof must filter out the "roof
closed" data themselves
- Blank lines are expressly forbidden


Thank you once again to everyone who has put time into scrutinizing
this format and contacted me with suggestions.  Sorry for sending so
many emails, but I think it makes sense to be sure that anyone who
wants to comment has access to the most up-to-date version.

ps. There is no need to edit the perl script for the SQM yourself in
order to make the new header.  When the header is finalized we will
produce new code for Unihedron to distribute, and Knightware will
release an update to the SQM Reader and Reader Pro programs.
