[SQM] SQM-LE logging and plotting

We have made some small Perl scripts for logging and plotting the SQM-LE
readings. You can see the live plot in action here:

The script produces a transparent background GIF, showing the last 24
hours of readings.

The unit is housed in a weatherproof container with a flat glass roof.

Currently it is snowing, and the ground is covered in snow. It was reading
about 19.2 on clear nights.
